CLIMATE
TALKS HAVE SECOND CHANCE.
After a disasterous
ending to the Climate Talks last month it has been reported that
President Clinton has now asked the European Union for a quick resumption
of talks aimed at securing a deal on cutting global greenhouse gas
emissions. At the Hague talks, The United States wanted some of
the carbon dioxide absorbed by its forests to be set against its
emission reduction target, but the European Union rejected this,
since it would prove to have no significant effect. The talks were
supposed to clear up the details before the final implementation
and ratification of the Kyoto Protocol, the 1997 framework treaty
which called for major industrial nations to curb greenhouse gas
emissions by an average of 5.2 percent below 1990 levels by 2008-2012.
Clinton has proposed a conference at ministerial level should take
place before Christmas, probably in Norway.

THAILAND
KING PETITIONED TO STOP BARBARIC DOG AND CAT SLAUGHTERING
Kim Cooling,
a British animal compassionate has petitioned the King of Thailand
to stop the slaughter of some 33,000 dogs, which are killed in the
country's northeast every year for their meat and skins.
She presented 6,000 letters and petitions to sway King Bhumibol
Adulyadej to stop the suffering and cruelty of the dog skin trade
and to generally improve animal welfare in the country. Kim has
described the cruel trade as barbaric. The animals are clubbed to
death or have their throats slit before they are skinned. The Thailand
dog trade is growing alarmingly. Their skins are also used in its
leather industry. Now the government has begun to draft a bill that
would prevent dogs and cats from being killed for their meat or
skins. Dog meat is still openly consumed in the country's rural
north-eastern provinces.

IRISH
BADGERS update
It's still
not too late to try and help save the lives of 10,000 badgers in
Ireland.
In July we
reported that IRELAND'S Department of Agriculture has recently given
a commitment to farming interests to intensify it's badger-killing
strategy in the coming year. Thousands of more badgers now face
extermination for their UNPROVEN link to bovine TB (mycobacterium
bovis) in cattle. September 1st, this year marked the start of the
latest cull in which an estimated 10,000 badgers will be slaughtered.
75 extra 'dedicated' staff are to be appointed to do the job. To
date, close on 30,000 animals have been legally killed by the Department.
